Scope and Contents
The Houston Civic Council, et al, vs Mann, et al (1976) Collection contains 19 volumes of trial transcripts from the court case held in Houston from November 8 to December 10, 1976. The plaintiffs in the suit sought to institute election by single member districts in an effort to give minorities greater representation on the city council. Various witnesses were called to testify, from city employees to political scientists. Topics discussed throughout the trial were varied but centered around minority representation in city departments. The challenge to the at-large elections for city council was denied in a ruling by Judge Allen B. Hannay in March, 1977.
